Restoring Stability for a Riverfront Rotherhithe Development

This purpose-built Thames-side residential development comprises of approximately 165 units across five blocks. Approximately 45% of it’s high rise units are owner-occupied (according to 2025’s Resident Profile surveys).

Our management service helped Leaseholders to restore financial clarity and strengthen long-term planning. 

Jennings & Barrett have acted as the Managing Agent for this large estate since January 2023. The

estate includes a tennis court, above ground and underground car parking facilities, garages, as well as shared external areas with an adjoining hotel.

During onboarding, it became clear that the budget was insufficient to cover expenses –

As of 2026, this development now has a realistic, sustainable budget, with finances that enable this block to maintain a “steady state” – a budget that can cope with economic changes whilst delivering for resident needs.

Restore Financial Clarity

The client came to us with historic accounting inconsistencies, unfair cost allocations, and issues with the communal water billing.

Our audit of the accounts showed that there was very little financial resilience, and we saw big swings in overspends, underspends, and recharges. The block’s budget was found to be insufficient to cover expenses.

Deliver financial transparency

With our financial management and leaseholder-facing systems, as well as our cost re-allocations, Leaseholders have more stable service charge demands and less in-year budget changes. They can use our Property Portal to keep up to date on their service charge accounts and view block budgets.

Directors of the block are able to view financial information for the block’s funds in their Property Portals.

As a result, all parties are able to anticipate, communicate and budget more effectively.

Improve long-term maintenance and strengthen long-term planning.

The estate had issued two Section 20 Major Works Consultation to Leaseholders in 2021. The works had not commenced by the time Jennings & Barrett took over management in 2023.

Due to the time period between the notices being served, and our takeover, the consultation period had expired.

We consolidated the existing plans into a single project, designed as a Preventative Maintenance Programme and addressing end-of-life assets and recurring defects – ending a cycle of piecemeal repairs. The building now has improved Health, Safety and Fire compliance, ongoing roof and balcony repairs, and better lift asset management – helping Leaseholders to restore and maintain the value of their homes.

Stablise complex estate operations

Thanks to the new Planned Maintenance Programme, diligent contract oversight, improved insurance procurement, and our expert Estate Management Services, we’re correcting historic underinvestment and limited CapEx planning, and as of 2025’s budget, had increased the reserve fund contributions by 50%.
